Legalisation of unpermitted buildings: Law 9482/2006 and later amnesty measures
Status: Legal framework; later amendments and decisions reported without verified dates.
Summary
Law No. 9482/2006 on legalising, urbanising and integrating unlawful constructions allowed legalisation for buildings constructed before May 2006 with applications filed by 15 November 2006 (InforMEA summary). The Constitutional Court asked the Venice Commission for an amicus curiae opinion on the law; the Commission said its opinion was not a final view on constitutionality (Council of Europe, opinion 433).
After the 2019 earthquakes parliament passed a building-control law alongside an amnesty (Shqiptarja summary). Later reporting describes a Council of Ministers decision allowing legalisation of exterior additions to about 1,320 mostly apartment buildings; the date is unclear. No 2025-2026 Constitutional Court ruling on legalisation was found.
