Patronazhistet scandal: the Socialist Party's patronage network and the April 2021 voter database
Status: Allegation disputed. No charges, no final court decision and no Commissioner decision on the database found. The seizure of Lapsi.al equipment was halted (appeal court and ECHR interim measure). The data-theft referral and the GUXO complaint have no reported outcome.
Summary
On 11 April 2021, two weeks before the 25 April 2021 parliamentary election, the Albanian online portal Lapsi.al published a database that it said was held by the Socialist Party (PS). Reports describe about 910,000 people, mostly in the Tirana area, with identity, contact, employment and voting-related fields, plus notes by party 'patronazhistet' (party canvassers) who were assigned to monitor individual voters. The PS first denied possessing the database, then said a database existed that was built from voluntary door-to-door data, and said the published excerpts were not its own. Prime Minister Edi Rama acknowledged a patronage system, said the data was collected door to door and was old, and denied that it came from e-Albania. The Ombudsman said on 20 April 2021 that obtaining and using citizens' personal data by any party without a legal basis is illegal, and called on authorities to stop such use and to distance themselves from the PS.
The Commissioner for Personal Data Protection said in April 2021 that it was assessing the matter; no investigation was opened in the reporting reviewed. SPAK summoned the two Lapsi.al owners and editors and tried to seize their equipment; the appeal court and the European Court of Human Rights halted the seizure in April and May 2021. A May 2021 SPAK communication, as quoted by Shqiptarja, said the lists contained no active or passive electoral corruption elements and that the data-theft aspect would go to the Tirana Prosecution. A youth organization, GUXO, later filed a complaint with SPAK on behalf of 162 people. No final court outcome, no Commissioner decision on the database, and no prosecution of any PS official was found in the sources reviewed.
The OSCE/ODIHR news item on the 26 July 2021 final report does not mention the database, while secondary reports say the full report describes it as a concern. The full PDF could not be read in this run, so that point is disputed.
Key facts
- Lapsi.al published the database on 11 April 2021 (Exit and Transparency International both give this date).
- Reported size: about 910,000 people, mostly Tirana per most reports (Exit describes it as about one-third of the population). Any larger total claimed by Lapsi.al is unverified.
- Reported fields, described in general terms only: identity and family-name fields, date and place of birth, voting centre and residence, contact details, emigrant status, employment, an inferred political-leaning indicator, and free-text notes by the assigned patronazhist (Exit; Tirana Times reprint).
- Alleged source: Civil Registry data handed to the PS for the campaign (Exit). The opposition alleged the e-Albania portal (Tirana Times reprint of 2021 text).
- Ombudsman statement, 20 April 2021 (primary text reviewed): obtaining and using personal data by any party without a legal basis is illegal; collection of publicly exposed data does not meet the legal conditions. No figure given.
- Commissioner (Redi Skenderi): assessment only, no investigation launched as of mid-April 2021 (Exit).
- SPAK: summons of the Lapsi.al owners and attempted seizure of equipment; the seizure was overruled by the Special Appeal Court (reported 6 May 2021) and halted by an ECHR interim measure (22 April 2021).

- A complaint by more than 160 citizens against the PS for misuse of personal data (Exit, July 2021); a GUXO complaint to SPAK on behalf of 162 people (Shqiptarja, date not confirmed).
- ODIHR final report dated 26 July 2021. The news item covers pressure on voters and personal-data security in general terms and does not name the database.
The record
Four lists kept apart on purpose: what is established, what is only alleged, what is still open, and what those concerned said.
What is proven (4)
Established by documents or official records, as stated in the research. A recorded charge or indictment proves only that the accusation was made.
- Lapsi.al published the database report on 11 April 2021 (consistent reporting by Exit and Transparency International).
- The Ombudsman issued a public position on 20 April 2021 that obtaining and using citizens' data by a political party without legal basis is illegal (primary text reviewed).
- SPAK summoned the Lapsi.al owners and editors and sought their equipment; the appeal court and the ECHR halted the seizure in April and May 2021 (as reported by several outlets).
- Rama publicly acknowledged a patronage system with door-to-door contact with voters (as reported by Exit; primary wording not retrieved).
What is alleged (3)
Accusations, not findings. Those accused are presumed innocent.
- AllegationThat the PS held and used Civil Registry or e-Albania data on about 910,000 people for the 2021 campaign.
- AllegationThat the patronazhist notes recorded voters' political preferences and personal details and were used for monitoring and pressure.
- AllegationThat the data reached Lapsi.al through an insider at the PS or in a state system (no finding; the Prime Minister's 'internal infiltration' explanation applies to the separate December 2021 leak).
Allegations and who made them (6)
Each line is an allegation as recorded, with the person or body that made it where the record names them.
- AllegationLapsi.al (April 2021): the PS held a database on about 910,000 people, built from Civil Registry data, with patronazhist notes on individual voters.
- AllegationDemocratic Party (April 2021, as reported by Tirana Times): the data was taken through the e-Albania portal. The DP's formal filing was not found.
- AllegationOmbudsman (20 April 2021): the collection and use of the data is unlawful and the PS is the political force involved.
- AllegationAlbanian Helsinki Committee (April 2021, secondary coverage): storing political views with identities without consent may violate ballot secrecy.
- AllegationTwelve rights organisations (April 2021, as reported by Tirana Times): the Law on the Protection of Personal Data appears to have been violated.
- AllegationShqiptarja (secondary, Albanian): a later PS-linked salary-list leak shares an error pattern with the 2021 list; this is one outlet's analysis, not an official finding.
Open questions (6)
- Did the PS or its contractors obtain Civil Registry or e-Albania data, and was it checked against state records? SPAK said in April 2021 it would compare e-Albania data with the PS data; no result was found.
- What did the Information and Data Protection Commissioner decide, if anything, on the 2021 database? No decision found.
- Did the Tirana Prosecution open and close a file on the data-theft referral? No outcome found.
- What was the outcome of the GUXO complaint and of the 160-citizen complaint? No outcome found.
- Scale: 910,000 (most outlets) versus claims of all voters; Tirana only (Citizens.al) versus national (Exit). Unresolved.
- Does the full ODIHR 2021 report (PDF) describe the database? Secondary reports say yes; the news item does not.
Responses (5)
Responses of the people and organisations concerned, as recorded.
- Partia Socialiste (per Exit, April 2021): first denied possession of the database; later said it existed but was built from voluntary citizen data; said the published excerpts were not its own.
- Edi Rama (per Exit, April 2021): acknowledged a patronage system with door-to-door data collection by all parties; said the leaked data was old and not taken from e-Albania.
- AKSHI, named ANA (per Exit, April 2021): e-Albania does not store, administer or process citizens' data; the allegations were called unfounded.
- Lapsi.al owners Andi Bushati and Armand Shkullaku (CPJ, May 2021): refused to reveal their source, citing confidentiality.
- Edi Rama, PS 31st anniversary (year inferred as 2022; Shqiptarja headline only): thanked the patronazhists.
