EU accession: first chapters closed in 2026 with rule-of-law benchmarks
Status: Four of 33 chapters provisionally closed as of mid-October 2026; Tirana targets end of 2027 for talks.
Summary
Albania's EU talks moved to closing chapters in 2026. On 14 July 2026 at the ninth accession conference, three chapters (science and research, education and culture, external relations, per Brussels Times) were provisionally closed; Chapter 20 (enterprise and industrial policy) was closed at the tenth conference on 14 October 2026. Under the revised methodology no chapter can close until interim benchmarks in Cluster 1 (rule of law) are met; the Commission said Albania met them. Commissioner Kos urged further reform on rule of law and anti-corruption, and the most difficult chapters on justice remain open. The EU's Chapter 27 (environment) is the one an MEP said Sazan/Zvernec could put at risk.

The record
Four lists kept apart on purpose: what is established, what is only alleged, what is still open, and what those concerned said.
What is proven (1)
Established by documents or official records, as stated in the research. A recorded charge or indictment proves only that the accusation was made.
- Four chapters provisionally closed in 2026 (multiple outlets).
What is alleged (1)
Accusations, not findings. Those accused are presumed innocent.
- AllegationThat EU criticism has been softened to protect Rama's accession timetable (no documented softening found).
Allegations and who made them (1)
Each line is an allegation as recorded, with the person or body that made it where the record names them.
- AllegationOpposition and protesters say the EU has been silent on corruption ('No EU with Rama' chant, 30 Sept 2026).
Open questions (2)
- Whether any EU criticism of Albania's rule of law was softened in drafts (no Commission drafts reviewed).
- Exact chapter-by-chapter numbering (outlets differ on Chapter 30 vs 31).
Responses (1)
Responses of the people and organisations concerned, as recorded.
- Rama: protests threaten the EU path, not the government (18 Oct 2026, per Al Jazeera summary).
