Special report
Edi Rama has governed since 2013 and won a fourth term in 2025. By 2026 his deputy prime minister faced SPAK charges, the mayor of Tirana was in custody and protesters filled the streets demanding that he go. He refuses. This page brings together what is documented about why he stays, what he risks, who benefits, why so much dirty money passes through Albania, and whether anyone is keeping him in place. Our own reading is marked as such. A suspicion is not a finding.
Why doesn't he resign? Because nothing forces him to and much rewards staying. He has a parliamentary majority until 2029, controls the party with no heir in sight, and holds immunity as an MP. His majority has used its votes to protect allies from SPAK. The documented pattern is that leaving power is when Balkan leaders get prosecuted: Gruevski fled, Sanader was jailed, Berisha was put under house arrest. There is no case against Rama today, but staying keeps it that way.
What is he trying to achieve? His own answer is EU membership by 2030 and a legacy as the leader who delivered it. The record also shows an economy built on tourism, coastal resorts and property, with state land given to a small circle of local and foreign investors on long contracts. Those deals need a friendly government to finish them.
Why is Albania a money-laundering hub? Large drug profits (cannabis in the 2010s, cocaine now), a cash economy, a property boom with few questions asked, money-exchange offices that were rarely inspected, repeated amnesty plans and courts that have convicted few senior figures. These conditions are documented. Whether the government tolerates them on purpose is not proven; what is clear is that the construction boom and the strong lek benefit from the money.
Is he being forced not to quit? No evidence found shows anyone forcing him. Italy, the US investors around Kushner, Gulf developers and the EU all find him useful: he delivers the migrant deal, the resorts and steady EU progress. That makes foreign pressure on him to leave unlikely, which is not the same as pressure to stay. On the evidence, he stays by choice.

These are possible explanations, not findings. Each lists the evidence for and against.
Rama stays because leaving would expose him and allies to SPAK
If Rama left office he would lose the immunity-style protection and the political shield that comes with his position. SPAK has moved against his allies: Veliaj (arrested Feb 2025), Balluku (suspended, dismissed, immunity vote 82-47), and Rama was summoned as a witness in the Partizani case (April 2026). The pattern suggests that exposure is a live concern for the people around him. This is speculation about motive; no charge against Rama has been found.
Evidence for
Evidence against
Rama stays because the system is built around him and has no successor
The party statute reportedly makes the chairman's mandate reconfirm automatically when the party wins elections, and leadership contests need 10 percent of congress delegates. Rivals or potential successors have been removed or hit by investigations (Veliaj, Balluku, Meta). The state, the party and the parliament majority are concentrated in one leader, so there is no obvious heir to hand over to. This is a structural argument; the statute text and the succession pattern are not verified.
Evidence for
Evidence against
Rama stays because of genuine electoral support
Rama has won four consecutive elections (2013, 2017, 2021, 2025), most recently with 53.27 percent and 83 seats. Some observers say voters had a real choice and that the EU accession agenda is popular. On this view, his refusal to resign is a claim to a mandate he won at the ballot box, and protests do not outweigh that. The opposing hypothesis holds that the wins were produced by vote buying and state resources. Both can be partly true.
Evidence for
Evidence against
Rama stays because he controls the party, parliament and key appointments, so no internal or institutional route to remove him exists
Removing a prime minister in Albania normally needs a parliamentary vote or a party decision. With 83 of 140 seats and a party statute that protects the chairman, Rama controls both routes. Opposition protests, Constitutional Court and SPAK actions have not forced change, and the majority blocked Balluku's arrest. This is an institutional-power argument; it does not say whether Rama uses that power corruptly.
Evidence for
Evidence against
Rama stays because he frames his exit as a betrayal of EU accession and of the voters who gave him a mandate
Rama's own words tie resignation to the EU path and to the mandate. This is a strategic narrative that makes resignation look like a national loss, and it lets him dismiss protests as foreign or disruptive. It is a hypothesis about political framing, not about hidden motives.
Evidence for
Evidence against
Rama stays in office to stay out of SPAK's reach
Under Article 73 a sitting MP cannot be arrested without Assembly approval, and the majority can block that. Rama's majority has already refused an arrest of Balluku (Mar 2026) and passed a governor immunity (2026). Leaving office could remove the Prime Minister's practical shield and expose him to the same SPAK pathways that caught Veliaj, Ahmetaj and Berisha. Complaints about Albanian Files and Xibraka are open or unresolved.
Evidence for
Evidence against
Rama stays to protect allies who could testify against him
Several PS figures (Ahmetaj, Koka, Balluku, Beqaj, Veliaj, Tahiri) face SPAK cases. Ahmetaj already accuses Rama from abroad. If allies are convicted and cooperate with SPAK, they could describe decisions made at the top. Staying in office, and passing rules such as the Art. 242 change and the governor immunity, could limit that risk.
Evidence for
Evidence against
There is no evidence of personal criminal exposure for Rama
The strongest record in the sources is of SPAK charging his party colleagues, not him. Opposition complaints against him rest on a book (Albanian Files) and on Ahmetaj's claims, and SPAK reportedly cleared his brother. Rama's office-based protections are the MP rule, which is the same rule that applies to any MP and has been lifted for others (Berisha 2023, Ahmetaj 2023).
Evidence for
Evidence against
Fear of prison after losing power, based on regional precedent
In the region, former leaders have faced prosecution after losing power: Gruevski fled to Hungary, Sanader was convicted in several cases, and Berisha was charged and placed under house arrest. A new government could pursue an ex-PM. This is context only; there is no evidence that SPAK or any party plans this for Rama.
Evidence for
Evidence against
Rama stays to finish deals already promised to foreign and local investors
Several large projects were approved under his governments and depend on continuity: Sazan (strategic investor decision 30 Dec 2024, draft transfer to the Real Estate Fund in June 2026), Durres Yachts and Marina (Eagle Hills contract, state 33 percent stake), and the Vlora marina concession (35 years, with Balfin in the consortium). Changing government could reopen contracts, so a government that wants the contracts finished has a reason to stay in power.
Evidence for
Evidence against
His project is a tourism-and-property economy that rewards a small circle
The economic model relies on state land offered to investors at nominal rent (EUR 1, 99 years), strategic-investor tax relief, PPP and concession contracts, and buyer pre-sales for large projects. Gains flow to a small group of developers and the businesses in their consortia, while the state carries long-term contingent liabilities.
Evidence for
Evidence against
His aim is a lasting legacy as the leader who took Albania into the EU by 2030
Rama has repeatedly tied his mandate to EU accession by 2030 and to closing talks by 2027. Legacy is a plausible motive for staying, and the 2030 target gives a timeline that a leader would want to be seen to meet.
Evidence for
Evidence against
Stay-in-power is partly a hedge against PPP and concession exposure: a change of government could expose contract terms that the current government has not disclosed
Large PPP and concession commitments, with payments running for decades, give any new government a reason to review or renegotiate. A government that has designed and approved those contracts may prefer continuity to a review of their terms. This is speculation: no document links a review to the current government's plans.
Evidence for
Evidence against
Foreign governments prefer Rama because he delivers deals (migrants, Gulf and US investment) and stability
Italy's protocol is a government-to-government deal Rama says he will keep 'as long as Italy wants'; Meloni promotes the 'Albania model'; the EU calls Albania a frontrunner; UAE and US-linked investors are active. These create incentives for Western partners to avoid a leadership change.
Evidence for
Evidence against
No one is forcing him; Rama stays by choice and through electoral mandate
Rama won a fourth term in May 2025 (disputed by opposition) and says the mandate runs to 2029. Governments change by elections, not protests, in his framing.
Evidence for
Evidence against
Investment lock-in: Kushner-linked and Gulf projects make Rama's exit costly for investors and for the state
Zvernec-Sazan, Durres port and Abu Dhabi-funded works are large, controversial and tied to government decisions. A change of leader could freeze or reopen them, so investors may prefer continuity.
Evidence for
Evidence against
Rama's 'foreign hands' and Iran claims are mainly a political deflection from domestic protest
Rama blames 'forces at home and abroad', 'foreign hands' and Iranian hackers. Iran's foreign ministry denies it. No published evidence has appeared, while protests focus on domestic corruption and the resort.
Evidence for
Evidence against
EU criticism has been softened to protect Albania's accession timetable and the migrant partnership with Italy
Chapters have been closed in July and October 2026 despite rule-of-law concerns; Italy's migration interest and Albania's role in the Ukraine/Western Balkans agenda give Brussels reasons to keep the process moving.
Evidence for
Evidence against
Organised-crime groups need Rama's government to protect illicit interests
Albania has documented organised-crime and corruption cases in other files; a dominant party could shield networks. This hypothesis is speculative and no source in this run documents it.
Evidence for
Evidence against
Rama is building a dominant-party system that makes him irreplaceable
SPECULATION about intent, based on documented patterns: a fourth term with a large PS majority; appointments to the President, Ombudsman, KLSH and Constitutional Court made by PS-controlled or PS-backed votes; a 2025 Prosecutor General selection deadlock; a central role for the Prime Minister's spokesperson-led media agency; and a 2025 ultimatum to dismiss about 340 local governors. Together these look like a system with no clear successor and with appointed checks, which would make removing Rama hard. The evidence supports the pattern, not the purpose.
Evidence for
Evidence against
Mass emigration keeps Rama in power by removing discontented voters
SPECULATION. Albania lost more than 420,000 residents between 2011 and 2023 (census), mostly to emigration, and the young are leaving. If the people who leave are disproportionately opposition-minded, a smaller electorate helps the party in government. The mechanism is plausible but untested: the diaspora vote went heavily to PS in 2025 (about 61%), which cuts against the idea that emigrants are a pool of opposition voters. The effect would be via turnout and registration rules rather than direct removal. The claim that 2025 turnout fell by about 200,000 because of emigration rests on one outlet.
Evidence for
Evidence against
Institutions still check the ruling party: SPAK and the courts act against allies
This is the counter-hypothesis. The ratings show stagnation rather than collapse (Freedom House 67-69, V-Dem and EIU movement in narrow bands), and the judiciary's F1 score was 3 of 4 in the 2026 FH report. SPAK prosecutes officials close to PS (Veliaj, Balluku, and others in existing files), and the Prosecutor General race includes SPAK's own prosecutor. This hypothesis does not claim the institutions are clean; it claims the system still has some independent action.
Evidence for
Evidence against
State messaging and regulator appointments are narrowing media independence
SPECULATION about the mechanism, based on documented facts: a state agency under the Prime Minister's control, a public channel that distributes pre-edited material, a regulator head with PS ties (MFRR), a 2019 defamation package, and repeated personal attacks by the Prime Minister on journalists. RSF's 2026 indicators show political and economic pressure as the weakest areas (political rank 121, economic rank 137). The counter is that the press is still active and RSF's ranking rose in 2025, so capture is partial.
Evidence for
Evidence against
Public employment rises before elections to build loyal votes
SPECULATION about purpose, based on a documented pattern: headcount and costs rise, hiring increases appear before the 2019 and 2021 elections, leave requests jump before 2025, and ODIHR found pressure on public employees. A patronage system would show higher hiring near elections and hiring linked to party membership. The pattern is documented; the party-link is not established in this pass.
Evidence for
Evidence against
Parts of the political system use crime-linked money and networks to win and keep votes
Several cases show a pattern: vote buying in Durres (2017), Diber (2016), and reports of paid diaspora votes (2025 FTM). Low-ranking commissioners were convicted, and a gang leader was recorded pressing for a candidate. The OC Index (2025) scores state-embedded actors at 6.50, the highest category score it lists for Albania. The question is how far this goes beyond local operators. This hypothesis is speculative until a court or a full data review shows senior-level involvement.
Evidence for
Evidence against
Laundering is tolerated because it fuels the construction boom and supports a strong lek
Albania has a large cash economy, a property boom, and high euro inflows. The GI-TOC estimated up to EUR 1.6bn of laundering through real estate in 2016-2019 (secondary citation). The Bank of Albania has repeatedly bought euros to slow lek appreciation, and some analysts ask whether unexplained inflows, including crime money, keep the lek strong (see. The idea that authorities tolerate laundering because it lifts construction and the currency is a hypothesis; it has no direct evidence of policy intent.
Evidence for
Evidence against
Drug groups have penetrated parts of the state (the 'narco-state' label is at least partly accurate)
The strongest evidence comes from convictions and investigations: the Tahiri abuse-of-office case, the Shullazi group (drug trafficking and extortion), the Habilaj family (cannabis to Italy), and expert scores for state-embedded actors (6.50). The 'narco-state' label, however, comes from party and journalistic sources. The question is whether the state as a whole, or just some officials, is captured. The sources support the second more than the first.
Evidence for
Evidence against
Cannabis profits of the 2010s created the cash base that later moved into property and banks
The cannabis economy (Lazarat, plus other regions) was large by official and Guardia di Finanza estimates. Trafficking groups then used cash, exchange offices, and property. If the cannabis cash went into the property market, that would link the 2014 raids to the 2016-2019 construction surge. No source measures the link, and cannabis output was reported falling by 2022.
Evidence for
Evidence against
Cocaine proceeds return to Albania through cash couriers, exchange offices and informal channels, and enter the economy
Albanian-speaking groups run much of the cocaine trade in Italy, Netherlands, Belgium and Spain, and cocaine is the top Albanian market (7.00). Cash has to come back to Albania somehow. Prosecutors and the FIA describe exchange offices as channels for organised-crime cash (Oct 2025), and the Copja case alleges laundering through a licensed exchange office. Cash seizures are small compared with the flows implied. The hypothesis needs data on flows, which are not in the sources reviewed.
Evidence for
Evidence against
Albania is improving: laundering controls and rule of law are moving in the right direction (counter-hypothesis)
This is the counter-view that official bodies and international partners hold. The FATF removed Albania from the grey list in 2023. Basel's score moved from 5.72 (2021) to 4.92 (2022). SPAK is in place and has charged high-level figures. MONEYVAL's sixth round in April 2026 reports to plenary in December 2026. The Commission (Nov 2025) recorded 'unprecedented progress' while noting that corruption remains widespread. The sources support improvement in institutions; the sources do not show that drug-money links are gone.
Evidence for
Evidence against
Guardia di Finanza aerial estimate: 319 hectares, over 1,000 tonnes, about EUR 4bn
Italian financial police, using aerial monitoring, estimated Lazarat-area cannabis at 319 hectares and over 1,000 tonnes a year, about EUR 4bn. These are estimates from imagery, not sales data.

Veliaj was arrested 'without trial' and Tirana was 'beheaded' (as reported by A2 News).
What the documents show: Arrest on suspicion of corruption and money laundering is an investigative step, not a trial. A detention appeal court upheld pretrial custody. The word 'without trial' is accurate only in the narrow sense that no trial had taken place yet.

Albania aims to be an EU member by 2030 (Euronews, Oct 2024); Dec 2024 target: close negotiations by 2027, membership within the decade. Reported paraphrase of 'Albania 2030 in the EU is the centerpiece of this mandate' (search summary; original not found).
What the documents show: The EU opened the final cluster in November 2025 and Costa said accession before 2030 is possible if the pace holds. The European Parliament called in June 2026 for repeal of the protected-areas changes, and the Commission has urged environmental compliance. The 2030 date is a target, not a guaranteed outcome.

The agency is a public legal entity under the Prime Minister's control, funded from the state budget, and its director is Rama's long-time spokesperson. ERTV's funding is not published. Rama has not closed the agency in this research's sources.

Rama defended the anti-defamation package: it would not go into the Criminal Code, and defamation and fake-news cases would go to the courts (reported paraphrase).
What the documents show: CPJ (19 Dec 2019) and the Council of Europe's media-freedom rapporteur criticised the package; the Venice Commission (June 2020) recommended changes (see ev-2020-06-venice-opinion). The package gives regulators powers that journalists say threaten free expression.

Saimir Tahiri
After seven months of operations, mainly in Lazarat and Dukagjin, Albania had been removed from the map of drug-origin countries.
What the documents show: EUDA (2022) says outdoor cultivation in Albania is considerably lower than before, but some networks moved into indoor production in the EU. Tahiri also said cannabis was found across Albania; that claim is his own. The EMCDDA 2017 report linked trafficking from Albania to cultivation.
