21 January 2011 Tirana protest shootings
Status: Reopened investigation at SPAK (2024-present); no new charges reported in sources retrieved. Prendi and Llupo: final verdicts (lesser offence) with time served.
Summary
On 21 January 2011 an opposition protest in front of the Prime Minister's office in Tirana ended with four people killed by gunfire (Aleks Nika, Ziver Veizi, Hekuran Deda, Faik Myrtaj). The protest was led by the Socialist opposition under Edi Rama, then in opposition; the government was led by Sali Berisha (Democratic Party). The European Court of Human Rights later found the state responsible for the killing and for failing to investigate it, and found Republic Guard officers used firearms (Top Channel, reporting on ECHR ruling, Nov 2023).
The first-instance trial of Ndrea Prendi and Agim Llupo ended in February 2013 with acquittals; prosecutors had sought 23 and 25 years. The Court of Appeal convicted both of a lesser homicide offence (1 and 3 years reported); the Supreme Court upheld that verdict and rejected the prosecution request. Sources disagree on the charge (manslaughter vs negligent homicide) and on which victims were named.
In March 2024 the Supreme Court transferred the reopened investigation to SPAK (reported). SPAK registered the procedure in 2024 and summoned Berisha in November 2025 as a person with knowledge. Berisha denied ordering fire. Basha was also questioned as a person with knowledge. No new charge against any named person was found in the sources retrieved.

The record
Four lists kept apart on purpose: what is established, what is only alleged, what is still open, and what those concerned said.
What is proven (3)
Established by documents or official records, as stated in the research. A recorded charge or indictment proves only that the accusation was made.
- Four people were killed on 21 January 2011 (multiple sources, ECHR ruling reported).
- The 2013 first-instance acquittal and the appeal convictions of Prendi and Llupo (court decisions reported by multiple sources, sentences disputed).
- The ECHR held the Albanian state responsible for the killing and the failure to investigate (reported).
What is alleged (2)
Accusations, not findings. Those accused are presumed innocent.
- AllegationThat Berisha ordered or authorised lethal force (alleged by Socialists and some journalists; denied by Berisha).
- AllegationThat Republic Guard officers fired the fatal shots (ECHR finding per reporting; individual attribution not established in a final domestic verdict).
Allegations and who made them (3)
Each line is an allegation as recorded, with the person or body that made it where the record names them.
- AllegationSocialists (Rama) alleged that Sali Berisha authorised police to use lethal force on protesters; Berisha has rejected this (reported by Albanian press; attribution: Socialist Party, as summarised).
- AllegationVictims' families (Aleks Nika family, via the ECHR case and 2024 complaints) allege the state failed to investigate; complaint names Berisha and Lulzim Basha as alleged organisers (complaint, not a charge).
- AllegationShqiptarja/Klodiana Lala reported that SPAK is investigating which political official gave the order to shoot (journalist's characterisation, not a finding).
Open questions (4)
- Who gave the order to fire on 21 January 2011.
- Whether any person will be charged in Aleks Nika's killing (no one charged per 2013 summary).
- Exact charges and sentences of Prendi and Llupo (conflicting sources).
- Outcome of SPAK's reopened investigation after 2024.
Responses (3)
Responses of the people and organisations concerned, as recorded.
- Berisha: described the protest as a failed coup attempt and denied ordering shootings (Shqiptarja / Shteg, 2025; date unclear for coup remark).
- Berisha, after SPAK questioning (Nov 2025): denied giving an order to fire; accused SPAK of a political investigation that does not investigate the real organiser, Edi Rama (Shqiptarja, as reported).
- Lulzim Basha: said he was summoned as a person with knowledge and had given no order (Shqiptarja, 2025).
