Albanian NGO working on habitat, planning and environment. Published on its website the 16 June 2026 'Statement by Environmental Organizations in Response to the Prime Minister's Remarks on Zvërnec' (opened). Co-PLAN's 'About' page says it has run over 150 projects, mainly funded by the European Commission, UNDP, USAID, the World Bank, the Dutch Government and the Austrian Development Agency. An Anna Lindh Foundation directory profile (undated) adds Open Society Foundation to that list without naming a project. Its 2004 annual report says its historical main funders were Dutch development agencies (Cordaid, Novib) and the Dutch Government. No Co-PLAN statement mentions OSF or foreign funding.
