What the documents show
The documents read give different totals: 66 million euro (Exit.al 2017), a 64.9 million euro subsidy cap (Exit.al 2017), a 64,935,000 euro contract value (search summary of notice, unopened), 48.5 million euro compensation over 30 years (Exit.al 2018), an overall cost of 350 million euro (Exit.al 2018), and a 5.6 million euro preferred-bid value (Balkanweb 2016). None is 400 million euro. Exit.al's 400 million figure refers to expected concession revenue in its 2018 stake-purchase account. Closeness to Rama is not documented in the sources read.
