Profile
Shqiptarja (March 2018) identifies Sokol Dervishaj as the Minister of Transport and Infrastructure in 2016 who led the contract negotiations for the Milot-Morinë concession and signed it, and who defended it before a parliamentary committee. Exit.al (2018) names a different minister as the one who resigned after the 2016 tender dispute, so the ministerial sequence in 2016 is not settled by the sources read.

What the documents show
The record shows the concession was finalised in December 2016 and tolls began March 2018. The statement itself is not contradicted. The 2016 minister identity conflicts between Exit.al (Haxhinasto resigned) and Shqiptarja (Dervishaj in office).
