AKSHI case: SPAK seizure of assets worth over 40 million euro (April 2026)
Status: Under investigation. Assets frozen per appeal ruling as reported (June 2026). Trial status not found.
Summary
On 21 April 2026 SPAK issued an official notice, as quoted by Balkanweb, saying that assets with an approximate value of over 40 million euro had been seized in an investigation linked to the AKSHI (National Agency for Information Society) tenders. The notice names three persons under investigation with asset seizures: former AKSHI director Mirlinda Karçanaj, businessman Ergys Agasi and businessman Ermal Beqiri. It also lists three further persons by initials, for cash held by named companies. The notice lists money laundering of proceeds of crime among the offences under investigation and aims at final confiscation.
Per the notice, Karçanaj's seized items include four properties, a Volkswagen Tiguan and accounts at BKT and OTP. Agasi's include 27 property entries (one listed twice), a Land Rover Defender, a company and accounts at OTP, Credins and BKT. Beqiri's include about six land or building entries, a yacht named Skyfall, two companies, a service unit, vehicles and accounts. These per-person counts add up to about 37 property entries, not 52. Wikipedia's summary says 'around 52 properties and several bank accounts' belonging to five persons; the discrepancy is not resolved here.
Later reporting (not confirmed in the original source) says the appeal court kept the assets of Karçanaj and Beqiri frozen (headline dated 2 June 2026) and that the Supreme Court eased Karçanaj's measure to periodic reporting to judicial police with a travel ban. Agasi and Beqiri were reported as wanted. All defendants are presumed innocent; no verdict was found. Related AKSHI procurement items (16 Dec 2025 warrants, 10 million euro billing-module tender) are in case-akshi-procurement and case-joq-akshi-billing-module-tender-2026.

The record
Four lists kept apart on purpose: what is established, what is only alleged, what is still open, and what those concerned said.
What is proven (2)
Established by documents or official records, as stated in the research. A recorded charge or indictment proves only that the accusation was made.
- SPAK issued a notice on 21 April 2026 announcing the seizure of assets with an approximate value of over 40 million euro, as quoted by Balkanweb.
- Persons named in the notice are under investigation, not convicted.
What is alleged (2)
Accusations, not findings. Those accused are presumed innocent.
- AllegationThat the seized assets derive from corruption and money laundering of the AKSHI tenders (SPAK charges, not proven).
- AllegationThat the 52-property count in Wikipedia is correct (not reconciled with the notice's per-person counts).
Allegations and who made them (2)
Each line is an allegation as recorded, with the person or body that made it where the record names them.
- AllegationSPAK alleges that AKSHI tenders were manipulated in favour of companies owned by Ergys Agasi and Ermal Beqiri, with fictitious invoicing and sham bids (as summarised by Wikipedia from SPAK charges).
- AllegationSPAK alleges Karçanaj took bribes of about 200,000 euro; the claim is from a secondary report and is not confirmed.
Open questions (3)
- Which 52 properties are meant in the Wikipedia summary and whether the notice's total matches.
- Whether any seized AKSHI-linked company holds concession or PPP contracts with the state (not established here).
- Current trial date and any change to the Supreme Court or appeal measures after June 2026.
Responses (2)
Responses of the people and organisations concerned, as recorded.
- Edi Rama reportedly vouched for Karçanaj's integrity and later said she rents her home; the seizure reports are said to contradict this (Balkanweb headlines, secondary reports citing UNVERIFIED).
- Defendants' individual responses were not found in sources reviewed.

SPAK seizure order no. 289 over AKSHI-linked assets (estimated over 40 million euro)
Balkanweb (21 Apr 2026, opened) reports SPAK's notice on criminal proceeding no. 20/1 of 2025, with seizure decision no. 289 dated 20 Apr 2026 by the Special First Instance Court at SPAK's request. The notice lists about 36 real-estate entries across three main persons (one forest plot appears twice), a yacht, vehicles, bank accounts at several banks, and cash amounts in ALL held by linked companies. The notice gives the estimated total value as 'mbi 40 (dyzet) milion euro' (over 40 million euro). Mirlinda Karçanaj, former AKSHI director (public role), is one of the three main persons; the other two are referred to by initials in the notice and the article, and no roles are stated in the notice. The notice describes them as persons under investigation; the article introduction calls them accused. This partly answers the open question on property count (about 36 entries, not 52). No response from the persons named was reported.

Hypotheses
Possible explanations that connect this record with other findings. They are not findings; each lists the evidence for and against.
- Source label: Unverified
One procurement network reached into the intelligence service and the police leadership
The AKSHI file began as rigged IT tenders. By September 2026 SPAK's action in the same investigation had reached the head of the intelligence service SHISH (suspended and placed under house arrest), the home of a former State Police director (searched) and the head of the police forensic laboratory (arrested). If the charges hold, the people who should have detected the network were part of protecting it. This would make AKSHI the clearest case of state capture in the archive.
Evidence for
- A court suspended SHISH director Vlora Hyseni and placed her under house arrest on 22 September 2026; SPAK suspects her of helping Ergys Agasi and disclosing classified information (Reuters).
- SPAK ordered a search of the home of former State Police director Ilir Proda and arrested the head of the police forensic laboratory in the same operation (September 2026).
- SPAK seized assets worth over 40 million euro from former AKSHI director Mirlinda Karçanaj, Agasi and Ermal Beqiri (decision of 20 April 2026).
- A businessman testified that he was held and pressured to withdraw tender appeals and that a Tirana deputy police director warned him (reported by Balkanweb).
Evidence against
- Nobody in this chain has been convicted; the SHISH and police steps are security measures, not verdicts.
- Proda has not been charged; a search is not an accusation.
- Rama says he had already removed Hyseni, and the government presents the case as individual wrongdoing, not a network.

AKSHI-linked companies may hold state contracts beyond IT, which would widen the seized network's public money trail
The SPAK seizure names Agasi and Beqiri, whose companies won AKSHI tenders, and reportedly includes a yacht and about 27 property entries for Agasi. If the same companies hold concession or PPP contracts elsewhere, the state payments in the concession budget would be a second channel. The AKSHI case and the concession budget are not yet linked in any source reviewed.
Evidence for
- AKSHI tender network companies are owned or linked to Agasi and Beqiri (dataset: conn-ergys-agasi-akshi; SPAK warrants of Dec 2025).
- The seizure total of over 40 million euro is large relative to the 120 million euro concession budget for 2026, so any overlap would matter.
- The AKSHI case also covers a 10 million euro billing-module tender (JOQ, UNVERIFIED) showing repeated state IT contracts.
Evidence against
- No source reviewed names an AKSHI-linked company as a concessionaire or PPP contractor.
- AKSHI procurement and concession contracts are separate legal regimes; overlap is not a given.
- The seizure notice describes money laundering of proceeds, not contract overlap.
