Belinda Balluku, former Deputy Prime Minister, was charged by SPAK over the Llogara tunnel tender, as reported on 31 October 2025. SPAK alleges that the winner of the tender, a project reported at about €190 million, was predetermined. Balluku denies wrongdoing. In November 2025 the Special Court (GJKKO) suspended her from office.
On 12 March 2026 Parliament refused SPAK's request to lift her immunity for arrest, by 82 votes to 47. On 9 September 2026 the special court ordered the seizure of a villa in Palasë registered to Igli Tare, which SPAK alleges belongs to Balluku. On 20 October 2026 Reuters reported formal charges of tender violations, passive corruption and money laundering. The claim that she owns 300 apartments is unverified and she denies it. No court has ruled on the charges.
