On 30 December 2024 Albania's Strategic Investment Committee granted strategic investor status to Atlantic Incubation Partners LLC for a project of about €1.4 billion on 45 hectares of Sazan island. Press reports link the company to Jared Kushner's Affinity Partners. The Prime Minister says no agreement for Sazan has been concluded.
Zvërnec lies in the Vjosa-Narta protected landscape. According to the government, the National Territorial Council approved a development permit there on 30 March 2026; the government says it is not a construction permit. Protests began in May 2026. On 1 June 2026 SPAK opened an investigation into the 2024 changes to protected-area status and land ownership. SPAK files allege that Artur Shehu forged land deeds; the defence denies it. The claim that the land was handed to Israel was rated false by fact-checkers. No charges against Kushner or Affinity were found.
