The incinerator files concern three waste concessions: Elbasan (Albtek Energy, December 2014), Fier (a BOT contract) and Tirana (Integrated Energy, 31 August 2017, about €128 million in investment). Treasury payments to the three companies combined reached about €103 million by the end of June 2023, per the records. SPAK prosecuted former environment minister Lefter Koka, Alqi Bllako and others.
Elbasan: Balkanweb reports that on 19 May 2026 the High Court left the appeal ruling in force, upholding the convictions. Fier: on 21 October 2025 the High Court ordered a new appeal hearing; the case is pending. Tirana: Koka was sentenced to 2 years on 16 April 2025, and on 14 May 2026 the appeal court ordered him back to prison. Former Deputy Prime Minister Arben Ahmetaj is charged in the Elbasan and Fier files and is abroad, wanted since July 2023. He denies the charges.
