Our investigation · updated 2 November 2026
A hypothesis is a possible explanation, not a finding. This page collects every hypothesis in the archive. First come our own: connections we drew across separate case files. Then come all the others, grouped by theme. Each lists the evidence for and against it and links to the records it rests on. We update them when new records change the balance.
Hypotheses written by the editor across several files. They are the archive's reading of the pattern, and they can be wrong.
The AKSHI file began as rigged IT tenders. By September 2026 SPAK's action in the same investigation had reached the head of the intelligence service SHISH (suspended and placed under house arrest), the home of a former State Police director (searched) and the head of the police forensic laboratory (arrested). If the charges hold, the people who should have detected the network were part of protecting it. This would make AKSHI the clearest case of state capture in the archive.

Records: AKSHI procurement manipulation case · SHISH director Vlora Hyseni: suspension, house arrest and dismissal (AKSHI leak suspicion) · Former State Police director Ilir Proda: SPAK search of his home in the AKSHI-linked probe (Sept 2026) · Head or senior official of the State Police scientific laboratory arrested in AKSHI-linked SPAK operation (Sept 2026) · AKSHI case: SPAK seizure of assets worth over 40 million euro (April 2026) · Ergys Agasi
In 2026 the majority blocked SPAK's request to arrest Belinda Balluku, passed a Bank of Albania law that makes the Governor's arrest or search depend on Parliament, and backed a criminal-procedure change criticised as 'super-immunity'. Each step is lawful on its own; together they move the decision on whether senior figures can be detained from the courts to the majority.

The Kastrati group appears, directly or through allegations, in the Rinas airport concession (shares acquired in 2020), the Rruga e Kombit toll road (a documented share purchase in 2017), the Kukës airport concession (Exit alleges it stands behind the sole bidder) and the Tirana and Sarandë concession files. Repeated wins by one group in concessions decided by government decision would point to a preferred-partner system rather than open competition.

The status, granted by a government committee, appears in the most contested land and coastal files: Sazan and Zvërnec, the Himarë resort linked to former minister Olta Xhaçka's family, the Durrës marina and the Karavasta area. It speeds up permits and can override ordinary zoning. Where the same files also show protected-area changes, land seizures or SPAK investigations, the status may be the tool that made them possible.

Evidence against
Records: Sazan island and Zvernec coastal resort projects (Kushner-linked) · Sazan island: strategic investor status (2024) and 2026 draft transfer of administration · Himarë coast: Olta Xhaçka's husband Artan Gaçi, strategic-investor status and seized land · Durres Yachts and Marina (Eagle Hills / Emaar-linked): 2.5bn superyacht marina and port waterfront · Karavasta PV park: KESH purchase deal with Voltalia (opposition MP allegation, June 2026) · Olta Xhaçka
Concession contracts guarantee yearly payments regardless of performance. The incinerator files show convictions in Elbasan and ongoing cases in Fier and Tirana, yet Faktoje counts about 8.2 billion lekë paid for the Tirana incinerator from 2018 to November 2025, with more budgeted to 2029. The Ministry of Finance reports 13.36 billion lekë paid on 11 concession contracts in 2025. If payments are not suspended when crimes are found, the cost of corruption is locked in for decades.

Courts have now confirmed cases where votes were bought for the Socialist Party (Kurbin, 2025) and where a Socialist MP leaked police secrets to a wanted man who helped him win votes (Jurgis Çyrbja). The 2016 Dibra recordings and the 2025 OSCE findings on vote buying and links to crime point the same way. The pattern suggests that some candidates rely on people who expect protection in return.

The AKSHI director kept running procurement until SPAK acted; the head of the Albanian Development Fund was re-appointed in 2024 and opened new tenders worth about 10.9 million euro in 2026 while SPAK files on him remained open; roads agency (ARRSH) leaders were replaced only after charges. If investigation does not lead to suspension, the same people keep control of public money during the probe.

In 2024, 50 companies won 62% of the 129 billion lekë in government contracts, led by Gjoka Konstruksion, Salillari, Fusha and BE-IS. Fusha and Albstar were also the dominant contractors of Tirana municipality under Erion Veliaj, where SPAK's 5D file alleges 12 rigged tenders. The overlap suggests the same network grew from municipal to national contracts.
Evidence for
Evidence against
Records: Concentration of government and municipal contract value among a small set of contractors (2015-2018, 2024) · Fusha shpk: municipal and government contracts (Tirana, Durrës, Vlorë, 2015-2026) · Albstar shpk: Tirana underground car park and national stadium selection · 5D file (Tirana municipality tenders) · Erion Veliaj and Ajola Xoxa case (SPAK, 'Veliaj' file) · Erion Veliaj
In October 2026 police used tear gas, water cannon and, for the first time, rubber bullets; hundreds were arrested or detained, the Ombudsman reported complaints of violence and footage of people being struck, and a court ruled 18 arrests unlawful. In the same months, the majority shielded senior officials from arrest. The contrast suggests the state's coercive power was applied unevenly.

Rama says no accelerated approval was given. The archive records a fast-track sequence: strategic investor status for a Sazan project on 30 December 2024 under Law 55/2015, and Zvernec permits in March and April 2026. If the status is the fast-track the law provides, the denial is about the formal timing of the 2026 permits, not the 2024 status. The hypothesis is that the interview's denial is narrowly worded and omits the 2024 status.
Evidence for
Evidence against
Records: Sazan island and Zvernec coastal resort projects (Kushner-linked) · Zvernec permits (KKTU, March-April 2026), protected-area status and the Bern Convention case · Strategic Investments Law (Law 55/2015): fast-track status, 2026 repeal announcement · Claim of a 30 December 2024 order allowing rezoning of Sazan and the Vërna lagoon (raised in the Channel 5 interview)
Rama's denial targets the phrase 'Albanian mafia controlling cocaine markets'. The archive records official Albanian-linked trafficking networks (Eurojust 2020) and secondary Europol and SPAK counts of criminal groups. The hypothesis is that the denial is strongest against the 'control' claim and weakest against the existence of Albanian-linked groups. Both can be true, which explains the disagreement between Channel 5 and the Albanian press.
Evidence for
Evidence against
Channel 5 announced on 2026-10-07 that Rama walked out after corruption, laundering, drug and Kushner questions. Albanian outlets on 2026-11-02 say the full release shows Rama answering at length. The hypothesis is that the interview was edited or released in parts, so the walkout is the start of a longer exchange, and the released version emphasises the answers. The two accounts cannot be reconciled without the full video and timestamps.
Evidence for
Evidence against
The programme concentrates on the same projects and people already in the dataset: SPAK opened a probe into Zvernec land and the 2024 protected-areas law change (g26a-ev-10, 21 Jun 2026), SPAK reportedly froze assets linked to the Zvernec land sale, and Artur Shehu is the subject of a SPAK case. The programme's value for the record is therefore mainly reputational. Its figures and sums are not sourced in the coverage reviewed.
Evidence for
Evidence against
Records: Channel 5 (Andrew Callaghan) interview and documentary with Edi Rama: walkout (7 Oct 2026) and full video (about 2 Nov 2026) · Zvernec / Sazan resort: corporate chain, land and SPAK probe · SPAK case on Zvernec land and Artur Shehu (forged deeds, laundering) · US-Trump family links: Kushner, Sazan and Zvernec, and US government contacts
The documentary reportedly questions a 1901 Ottoman-language ownership document used to justify rights over large coastal areas. The dataset already records disputed Zvernec land titles and a SPAK case over forged deeds (case-zvernec-land-titles-and-spak-freeze-2026, case-zvernec-shehu-spak-2026). If the 1901 document is part of that file, it would connect the programme to the SPAK case. This is a hypothesis; no source confirms that the 1901 document is in the SPAK file.

Albeu reports that, as the reporter pressed Rama on corruption, the documentary displayed criminal charges against officials including former Deputy Prime Minister Belinda Balluku. The Balluku charges are already in the dataset (case-balluku-spak-formal-charges-2026). The programme would therefore repeat known charges rather than add new ones.

Rama is a painter who has exhibited abroad, so art sales are a plausible source of other income. But the declaration does not name the source, and no sale, buyer or price has been reported. If the income came from sales, the question is who bought the works and whether any buyer later received public business. That link cannot be tested with the sources reviewed.

The PD complaint, Citizens.al's database and De Volkskrant's quote from de Graaf together suggest a pattern: a small set of foreign studios, undisclosed clients in many projects, and approval powers moved to an agency reporting to the PM. If the pattern is real, it connects to earlier Rama-era land and permit cases (Zvernec, Sazan, state land), where the same concentrated authority is documented in the dataset.

Evidence against
Records: The Albanian Files (June 2026): allegations about foreign studios, developers and permits · Complaints against Edi Rama over 'The Albanian Files' (architecture permits) · 'The Albanian Files' complaint to SPAK against Edi Rama over KKT-approved high-rise permits · Claims that Zvernec or Sazan land was transferred to Israel · Control of institutions and appointments, 2020-2026
Ahmetaj is charged, internationally wanted and fighting extradition. His September 2026 claims come with audio he has not played, and the pseudonym identification is his own. The timing near the Albanian Files complaints and the protests fits a pressure campaign. But a fugitive's self-interest does not rule out real recordings: the Bild 2019 case shows Rama acknowledging a real recorded conversation in another matter, so recordings of this kind can exist.

Italy's protocol is a government-to-government deal Rama says he will keep 'as long as Italy wants'; Meloni promotes the 'Albania model'; the EU calls Albania a frontrunner; UAE and US-linked investors are active. These create incentives for Western partners to avoid a leadership change.
Evidence for
Evidence against
Rama won a fourth term in May 2025 (disputed by opposition) and says the mandate runs to 2029. Governments change by elections, not protests, in his framing.
Evidence for
Evidence against
Zvernec-Sazan, Durres port and Abu Dhabi-funded works are large, controversial and tied to government decisions. A change of leader could freeze or reopen them, so investors may prefer continuity.
Evidence for
Evidence against
Rama blames 'forces at home and abroad', 'foreign hands' and Iranian hackers. Iran's foreign ministry denies it. No published evidence has appeared, while protests focus on domestic corruption and the resort.
Evidence for
Evidence against
Chapters have been closed in July and October 2026 despite rule-of-law concerns; Italy's migration interest and Albania's role in the Ukraine/Western Balkans agenda give Brussels reasons to keep the process moving.
Evidence for
Evidence against
Albania has documented organised-crime and corruption cases in other files; a dominant party could shield networks. This hypothesis is speculative and no source documents it.
Evidence for
Evidence against
Several large projects were approved under his governments and depend on continuity: Sazan (strategic investor decision 30 Dec 2024, draft transfer to the Real Estate Fund in June 2026), Durres Yachts and Marina (Eagle Hills contract, state 33 percent stake), and the Vlora marina concession (35 years, with Balfin in the consortium). Changing government could reopen contracts, so a government that wants the contracts finished has a reason to stay in power.
Evidence for
Evidence against
The economic model relies on state land offered to investors at nominal rent (EUR 1, 99 years), strategic-investor tax relief, PPP and concession contracts, and buyer pre-sales for large projects. Gains flow to a small group of developers and the businesses in their consortia, while the state carries long-term contingent liabilities.
Evidence for
Evidence against
Rama has repeatedly tied his mandate to EU accession by 2030 and to closing talks by 2027. Legacy is a plausible motive for staying, and the 2030 target gives a timeline that a leader would want to be seen to meet.
Evidence for
Evidence against
Large PPP and concession commitments, with payments running for decades, give any new government a reason to review or renegotiate. A government that has designed and approved those contracts may prefer continuity to a review of their terms. This is speculation: no document links a review to the current government's plans.
Evidence for
Evidence against
If Rama left office he would lose the immunity-style protection and the political shield that comes with his position. SPAK has moved against his allies: Veliaj (arrested Feb 2025), Balluku (suspended, dismissed, immunity vote 82-47), and Rama was summoned as a witness in the Partizani case (April 2026). The pattern suggests that exposure is a live concern for the people around him. This is speculation about motive; no charge against Rama has been found.
Evidence for
Evidence against
The party statute reportedly makes the chairman's mandate reconfirm automatically when the party wins elections, and leadership contests need 10 percent of congress delegates. Rivals or potential successors have been removed or hit by investigations (Veliaj, Balluku, Meta). The state, the party and the parliament majority are concentrated in one leader, so there is no obvious heir to hand over to. This is a structural argument; the statute text and the succession pattern are not verified.
Evidence for
Evidence against
Rama has won four consecutive elections (2013, 2017, 2021, 2025), most recently with 53.27 percent and 83 seats. Some observers say voters had a real choice and that the EU accession agenda is popular. On this view, his refusal to resign is a claim to a mandate he won at the ballot box, and protests do not outweigh that. The opposing hypothesis holds that the wins were produced by vote buying and state resources. Both can be partly true.
Evidence for
Evidence against
Removing a prime minister in Albania normally needs a parliamentary vote or a party decision. With 83 of 140 seats and a party statute that protects the chairman, Rama controls both routes. Opposition protests, Constitutional Court and SPAK actions have not forced change, and the majority blocked Balluku's arrest. This is an institutional-power argument; it does not say whether Rama uses that power corruptly.
Evidence for
Evidence against
Rama's own words tie resignation to the EU path and to the mandate. This is a strategic narrative that makes resignation look like a national loss, and it lets him dismiss protests as foreign or disruptive. It is a hypothesis about political framing, not about hidden motives.
Evidence for
Evidence against
SPECULATION about intent, based on documented patterns: a fourth term with a large PS majority; appointments to the President, Ombudsman, KLSH and Constitutional Court made by PS-controlled or PS-backed votes; a 2025 Prosecutor General selection deadlock; a central role for the Prime Minister's spokesperson-led media agency; and a 2025 ultimatum to dismiss about 340 local governors. Together these look like a system with no clear successor and with appointed checks, which would make removing Rama hard. The evidence supports the pattern, not the purpose.
Evidence for
Evidence against
SPECULATION. Albania lost more than 420,000 residents between 2011 and 2023 (census), mostly to emigration, and the young are leaving. If the people who leave are disproportionately opposition-minded, a smaller electorate helps the party in government. The mechanism is plausible but untested: the diaspora vote went heavily to PS in 2025 (about 61%), which cuts against the idea that emigrants are a pool of opposition voters. The effect would be via turnout and registration rules rather than direct removal. The claim that 2025 turnout fell by about 200,000 because of emigration rests on one outlet.
Evidence for
Evidence against
This is the counter-hypothesis. The ratings show stagnation rather than collapse (Freedom House 67-69, V-Dem and EIU movement in narrow bands), and the judiciary's F1 score was 3 of 4 in the 2026 FH report. SPAK prosecutes officials close to PS (Veliaj, Balluku, and others in existing files), and the Prosecutor General race includes SPAK's own prosecutor. This hypothesis does not claim the institutions are clean; it claims the system still has some independent action.
Evidence for
Evidence against
SPECULATION about the mechanism, based on documented facts: a state agency under the Prime Minister's control, a public channel that distributes pre-edited material, a regulator head with PS ties (MFRR), a 2019 defamation package, and repeated personal attacks by the Prime Minister on journalists. RSF's 2026 indicators show political and economic pressure as the weakest areas (political rank 121, economic rank 137). The counter is that the press is still active and RSF's ranking rose in 2025, so capture is partial.
Evidence for
Evidence against
SPECULATION about purpose, based on a documented pattern: headcount and costs rise, hiring increases appear before the 2019 and 2021 elections, leave requests jump before 2025, and ODIHR found pressure on public employees. A patronage system would show higher hiring near elections and hiring linked to party membership. The pattern is documented; the party-link is not established.

Gjyli and Elezi, the former heads of ARRSH and KESH, are charged with tender-equality breaches alongside Balluku. Shqiptarja reports that Ami Kozeli took over ARRSH and that the new heads report to Balluku. SPAK's statement of facts, as reported, says the two former municipal officials were the company's de facto owners through fictitious partners, and that the company is the same as Igor Elektrik sh.p.k. and V.A.S Konstruksion sh.p.k. SPAK's charge rests on the view that the 1999 Greek measure had to be declared on decriminalisation and self-declaration forms. The article describes a reprimand (a reeducation measure) imposed on a 17-year-old for an unlawful entry, and records that the CEC refused on 14 Nov 2023 to remove him because the Greek ruling was not a legal ground for removal. Balluku was dismissed as Deputy PM on 26 Feb 2026 while under a SPAK file (dataset), but the portfolios were then reshuffled: Karakaçi took Infrastructure and Energy; Lamallari moved from Interior to the PM's Office on 11 Sept; Koçiu went from Interior to Deputy PM. The sequence keeps the protection network (majority vote on immunity, Art. 242 amendments) intact while removing the named minister. The National Education Services Agency bill, with the AADF partnership and a minister who controls appointments, follows the pattern of agencies the government has created with foundation partners (e.g. the Zvërnec and protected-areas files that also turn on legal status changes). Within a short period the case shows several procedural frictions at once: lawyers boycott hearings and are fined; the court relabels the boycott as a reason to suspend detention terms; the prison authority classifies a transfer order as a state secret; SPAK refuses the council's request for the mayor to attend; and the City Hall powers dispute runs for months. Taken together, these could mean that procedural conflict (over files, live broadcast, representation and detention terms) is slowing a trial whose outcome is still open, while the mayor's office stays partly vacant.

The July 2026 Veliaj 2 operation seized the mayor's official travel records and per-diem documents at the municipality, and did not name companies or amounts. If the probe is about allowances and trips rather than contracts, it would be a separate strand from the 2025 charges (passive corruption, money laundering, concealment of assets) and could be built on the same municipal finance records as the 5D and tender cases.

exit.al's 2018 analysis shows a small set of contractors (Fusha, Salillari, Agi-Kons, ALKO-IMPEX, A&T) taking large shares of Tirana municipal tenders and a number of sole-bidder or near-full-budget awards. SPAK's 5D referral describes 12 tenders won by one company (5D Konstruksion under several names) across UKT, the municipality, Tirana Parking and Klubi Sportiv Tirana, 2016-2020. A common procurement design (sole-bidder awards, evaluation committees, nominee owners) would explain both patterns, and could justify looking at whether the same procurement units ran the Veliaj-era contracts.

Official figures in this record are arrests (167 on 17 Oct; 300 by 21 Oct), detentions (500 on 17 Oct), prosecutions (559 by 21 Oct; 388 in summaries) and seven-day or latest-wave counts (271, 33). Each is accurate for its own definition and window, so comparing them directly produces the apparent contradictions. The 1,067 figure is the outlier; it is not traceable to a primary page and conflicts with the police chief's own same-day figure.

Ombudsman and monitor findings place the documented violence signs and complaints inside police holding areas: 26 people at the Security Unit, five of eight minors at Police Station No. 1 alleging abuse, six complaints all from the Security Block on 20 Oct, and the earlier Feb 2026 finding of no rights charter at Station No. 4. Street-level footage (Metaj, dragging and batons) shows force during arrest and escort. If the pattern holds, the accountability question is about custody rules and identification, which the Ombudsman has already put forward as recommendations.

The only court count is one Tirana ruling of 22 Oct: 18 arrests unlawful, 27 released, nine ordered to report. Prosecutors' requests for security measures were rejected. Against 300 or more arrests, that ruling covers an unknown share. The Ombudsman has not published an unlawful-arrest count, so the 'over 1,000 unlawful' claim has no court or Ombudsman basis.

Hita's seven suspensions (17 Oct) are pending disciplinary investigation and are not findings. The Tirana prosecution's proceeding 7806/2026 has named no officer. A Serbian-language report gives five suspensions after a video of a 19-year-old; the four-officer version is not confirmed. Against roughly 26 Security Unit cases, five minors' allegations and two forensic-backed injury cases, the disciplinary record is small and not yet published.

Every figure above 1,000 comes from a source that could not be opened or carries no citation: 1,067 (Ground News summary; not on the page), 2,000+ (Wikipedia infobox, no citation), about 1,000 detained or arrested (OSW excerpt, PDF blocked), 400+ detained or escorted (Wikipedia). In September 2026 the same SPAK operation that targeted Ergys Agasi (arrested 26 Aug 2026) searched the home of the former State Police director, arrested the head or senior official of the police scientific laboratory, and placed the former SHISH director under house arrest for aiding Agasi and disclosing classified information. Erjon Dani is accused of giving TIMS police-database information to a trafficker. Earlier SPAK cases, including Erzen Brecani and Dedan Gjoni (Sky ECC, existing in the dataset), involve former police officials named in encrypted-chat evidence. This would link the drug-trafficking cases to the Sky ECC chain and to the police leadership changes (Proda dismissal) in the dataset.

Forged ASHK documents appear in the Fier, Durrës and Tirana cadastre cases (existing dataset cases), and SPAK's Zvernec file alleges that falsified titles were used to disguise the origin of about EUR 110 million from a coastal land sale. Two independent press rankings (2018 and 2025) show the same contractors near the top (Fusha, Salillari, Gjoka, G.P.G.). Exit.al's analysis of Tirana tenders links Fusha to a mayor who was later charged, and its National Theatre reporting links the contractor to Rama and Veliaj. If owners have access, tenders would be steered (single bidders, direct procedures, technical disqualifications such as Albstar's) and the concentration would persist across administrations.

If the contract pays per contracted check-up regardless of volume, the concessionaire's income is insulated from demand, which is consistent with Exit.al's 71% performance figure. The 2026 draft budget cuts the sterilisation line from 1.9 billion to 500 million lekë (about -74 per cent) and dialysis from 960 million to 815 million, while laboratories rise to 2 billion. The sterilisation contract is the subject of the SPAK case against former minister Ilir Beqaj, which was reported in July 2026 with house arrest. Cutting the line may follow from the case, or from planned volume reductions, or from a contract being ended or renegotiated. The 2026 budget reporting gives no reason.

The termination was launched in August 2026 on delay grounds, while the independent engineer reports 70 per cent of works done. The concessionaire is reported to be 98 per cent held by Mabco, and Mabco alleges the government wants to transfer the project to a third party. Read together, the termination could be a delay-based exit that opens the project to a new buyer, which would connect the airport to the dataset's existing Mabco, 2A Group and tender-process material.

The SPAK seizure names Agasi and Beqiri, whose companies won AKSHI tenders, and reportedly includes a yacht and about 27 property entries for Agasi. Two Vlorë thermal projects, the 2009-2012 Mire plant and the 2022 Tiger floating plants, both ended with KESH paying large sums for capacity that was reported idle. Three energy and state-land projects show a similar structure: a state-linked status or a special law removes the normal competition or tax burden, while the state-side contribution is large and disputed. If linked to the same decision-makers, this would connect the Durrës marina (Law 79/2022, strategic status 2021), the Sazan resort (decision no. 23, 30.12.2024) and the Karavasta 2022 KESH deal to one approach by the same governing majority. DH Albania won an OST transmission-line tender in late 2018 under Minister Balluku and then was cancelled after forgery reports. The dataset's existing case-dh-albania-tenders already links DH Albania to Gener 2 and a building through reporting by BIRN and VOA (alleged link to Bashkim Ulaj). Gener 2 also won the Thumanë-Kashar PPP (existing ev-2018-07-19-gener2-thumane-kashar-award). If these links are real, the OST tender and the road PPP would be parts of one network.

SPAK's inquiry, as reported, covers the period December 2019 to March 2021 and asks whether officials favoured the winning consortium. The disqualification of AL-DE Corporation for not submitting an offer, which its representatives dispute, would be a natural test of that. 21 hypotheses
Several cases show a pattern: vote buying in Durres (2017), Diber (2016), and reports of paid diaspora votes (2025 FTM). Low-ranking commissioners were convicted, and a gang leader was recorded pressing for a candidate. The OC Index (2025) scores state-embedded actors at 6.50, the highest category score it lists for Albania. The question is how far this goes beyond local operators. This hypothesis is speculative until a court or a full data review shows senior-level involvement.
Evidence for
Evidence against
Albania has a large cash economy, a property boom, and high euro inflows. The GI-TOC estimated up to EUR 1.6bn of laundering through real estate in 2016-2019 (secondary citation). The Bank of Albania has repeatedly bought euros to slow lek appreciation, and some analysts ask whether unexplained inflows, including crime money, keep the lek strong (see. The idea that authorities tolerate laundering because it lifts construction and the currency is a hypothesis; it has no direct evidence of policy intent.
Evidence for
Evidence against
The strongest evidence comes from convictions and investigations: the Tahiri abuse-of-office case, the Shullazi group (drug trafficking and extortion), the Habilaj family (cannabis to Italy), and expert scores for state-embedded actors (6.50). The 'narco-state' label, however, comes from party and journalistic sources. The question is whether the state as a whole, or just some officials, is captured. The sources support the second more than the first.
Evidence for
Evidence against
The cannabis economy (Lazarat, plus other regions) was large by official and Guardia di Finanza estimates. Trafficking groups then used cash, exchange offices, and property. If the cannabis cash went into the property market, that would link the 2014 raids to the 2016-2019 construction surge. No source measures the link, and cannabis output was reported falling by 2022.
Evidence for
Evidence against
Albanian-speaking groups run much of the cocaine trade in Italy, Netherlands, Belgium and Spain, and cocaine is the top Albanian market (7.00). Cash has to come back to Albania somehow. Prosecutors and the FIA describe exchange offices as channels for organised-crime cash (Oct 2025), and the Copja case alleges laundering through a licensed exchange office. Cash seizures are small compared with the flows implied. The hypothesis needs data on flows, which are not in the sources reviewed.
Evidence for
Evidence against
This is the counter-view that official bodies and international partners hold. The FATF removed Albania from the grey list in 2023. Basel's score moved from 5.72 (2021) to 4.92 (2022). SPAK is in place and has charged high-level figures. MONEYVAL's sixth round in April 2026 reports to plenary in December 2026. The Commission (Nov 2025) recorded 'unprecedented progress' while noting that corruption remains widespread. The sources support improvement in institutions; the sources do not show that drug-money links are gone.
Evidence for
Evidence against
A strong lek needs more euro supply than demand. Euro-denominated savings, the cash economy and the scale of informal activity (Preci: informality 35-50%) mean that unrecorded inflows could exist. The Bank's own purchases (EUR 463m in 2018, about EUR 933m in 2024, about EUR 1.03bn in 2025, EUR 663.6m in H1 2026) show that euro supply is large. Whether any of it is crime money is the open question. SPECULATION: the claim that crime money is a significant share of the supply is not measured anywhere in the sources reviewed.
Evidence for
Evidence against
The Bank buys euro to build reserves and 'smooth' the market, and describes this as not setting the rate. In 2018 it bought to slow the lek's rise but then stopped in Q4. In 2024-2026 it bought large amounts but framed them as reserve-building, with most in direct purchases that are not in the published auction calendar. A stronger lek makes lek assets (including real estate) cheaper in euro terms for those who already hold euro, and makes exports and euro income less valuable in lek. SPECULATION: that the Bank's choices are deliberate and that they favour a specific group. The sources show effects, not intent.
Evidence for
Evidence against
The 2022 draft let residents and emigrants declare undeclared assets up to EUR 2m, regardless of income source, with no tax-compliance conditions the Commission found convincing. The European Commission said it 'would weaken' AML controls and the IMF opposed it. The 2025-2026 'fiscal peace' is described by the government as not an amnesty, but critics call it one. SPECULATION: intent to launder. The documents show a design that could legalise undeclared money, not a stated purpose.
Evidence for
Evidence against
Real estate is the most-cited channel in every source: MONEYVAL (2018) named it as most exposed; the UNECE profile (2024) links laundering to Tirana prices; FIA cited three real-estate cases in 2024; 139 tower projects were approved in a decade (Citizens/OBCT, 2026); many apartments are reported empty. SPECULATION: that the money is crime money rather than legitimate emigrant or tourist savings. Market sources say many apartments are bought to 'park money'.
Evidence for
Evidence against
Exchange offices grew from 356 (2014) to 640 (around 2024); the Bank has revoked 132 licences in 2021-2024; prosecutors describe licensed offices used as informal banks; commissions of 6-15% via hawala and crypto. A mechanism exists for cash to enter the formal FX market without passing through banks. SPECULATION: that this is a large volume channel. The sources describe a handful of cases.
Evidence for
Evidence against
The government's case rests on gross flows (EUR 8.5bn in 2026 per Ibrahimaj). Albanian residents spend about EUR 3.06bn abroad, according to Beqiraj's citation, and the BoP errors-and-omissions line moves both ways. If outflows and informal money are not netted, the 'explanation' of the lek's strength is incomplete. SPECULATION: that netting alone would close much of the gap. It may not; the IMF's fundamentals view may still hold after netting.
Evidence for
Evidence against
The timing fits: a SPAK investigation has run since 2024 with the Governor named; GJKKO returned the file to SPAK in Feb 2026; devices of the Supervision Department were seized; then a draft in July and a passed law on 29 Oct that limits coercive measures against the Governor for duty-linked offences. Standard.al says the law was passed urgently after SPAK's investigation and the seizure. The protected group in the law is the same group the probe focuses on. The law also gives the Governor a parliamentary filter before arrest or search, which would matter most if SPAK moved on him.
Evidence for
Evidence against
The Commission says that after accession, Article 72 will be applied in line with Protocol No. 7 privileges for a governor who sits on an ECB body. The July draft cites TFEU and Protocol No. 4 (ESCB Statute) as the EU basis. Governors of euro-area central banks do have immunity for acts in official capacity. So a clause of this type has an EU model, and Albania's government says it aligns with EU central banks.
Evidence for
Evidence against
The same law limits the Supreme State Audit so that it cannot assess monetary policy, macroprudential decisions or FX reserve management (Ekofin). It also removes the government's power to suspend Supervisory Council members and adds classification powers for confidential information (Oculus/BIRN). The Bank has been buying large amounts of euros in 2025-2026 (earlier laundering file: EUR 663.6m in H1 2026, reported). A central bank that is hard to audit or sue over FX purchases is a possible result of the package. This is an inference from the audit limit, not from any source that connects the two.
Evidence for
Evidence against
Berisha says the measure protects Rama and his circle. Gjiknuri (PS) asked for the protection to be placed in the Constitution, and the vote was passed by the governing majority only, with the PM leaving the chamber after the vote. The speaker expelled four opposition MPs during the same session. None of this shows that the law protects Rama, but it fits a pattern of concentrated control.
Evidence for
Evidence against
Two parts of the law point toward more independence: the government can no longer suspend Supervisory Council members or propose their dismissal, and the Bank becomes subject to procurement law from 2028 (its exemption ends). The arrest-protection part does not come from the Constitutional Court but from the Assembly, the body that a parliamentary majority controls. The result may be less protection from courts and more from the majority. Which effect dominates cannot be decided from the sources reviewed.
Evidence for
Evidence against
The Bank of Albania approves who may own a bank through its Supervisory Council, which the governor chairs. Between 2018 and 2021 it approved several large sales of foreign-owned banks in Albania to local or regional buyers (Tirana Bank to Balfin and Komercijalna; NBG Albania to ABI, owned by Tranzit; Veneto Banca to Intesa; Societe Generale Albania and Alpha Bank Albania to OTP). Critics could argue that a small set of local groups received preferential access. The pattern is only a pattern: the sales are standard European and Greek restructurings with several regulators involved.
Evidence for
Evidence against
The governor is elected by Parliament on the President's proposal, chairs the Supervisory Council that licenses banks and approves owners, and also presents the Bank's public line on the lek and monetary policy. The same person's own career (Societe Generale Albania, American Bank of Albania, Raiffeisen, NCB) overlaps with the sector he regulates. Structural safeguards (independent council members, public reasons for decisions) may be weak. This is a governance hypothesis, not a finding of wrongdoing.
Evidence for
Evidence against
Both votes were lopsided. If the PS and the main opposition (PD) agreed beforehand, the central bank's top job could have been traded as part of wider political bargaining. The votes alone do not show a deal; they may also reflect that the governor's record was accepted across parties.
Evidence for
Evidence against
The 2019 supervisory review inspected 97 of 503 exchange offices (about 19 percent). Prosecutors later found unlicensed exchange and money-transfer operators in several cities. Cash-heavy, lightly supervised outlets are a known laundering channel. The hypothesis is that inspection coverage was too low to detect it. It does not say which office, which person, or that anyone was protected.

The Special Appeal Court upheld the Kapri verdict (11 Nov 2025) and reportedly the Goro verdict (25 Mar 2026). The Zarka verdict was reduced under the shortened-trial procedure. This suggests appeal courts seldom overturn convictions, while shortened-trial reductions often cut the sentence in half.

GJKKO seized the apartment held by former Constitutional Court chairman Bashkim Dedja in April 2025, on the basis of undeclared assets. The same charge wording (violating equal treatment of participants in public tenders) recurs in the Beci KESH case (2026), the Isai Kolonjë case (2026), the Kapri Pogradec case (2021), and the Balluku/Tushe-type files. Shteg's 'red flag' tenders (Kolonjë) and the Vlorë KLSH directors finding suggest a procurement-control weakness at municipal level rather than one-off misconduct. If so, the pattern may be documented in KLSH and procurement-register data across Bashkia Kolonjë, Vlorë and Shkodër.

Beci led KESH during the 2019 tender; the Balluku case includes KESH energy-trading allegations and earlier KESH officials as co-defendants (case-balluku-kesh-energy-allegations, case-joq-gjyli-elezi-spak-appearance-2026). Both files involve KESH-era procurement and SPAK. If the same officials or consultants appear in both, that would link a Socialist municipal mayor to the broader energy-procurement network already in the dataset.

Several permit-related cases (Durrës Dako 2023, Vlorë Gjika 2017, Sarandë/Ksamil beach officials, Himarë acting mayor Goro, Himarë Jalë seizures 2026) target local officials or property holders, while the national territorial council approved 13 coastal hotels and resorts, seven in Himarë, and PM Rama announced demolitions of unpermitted coastal buildings. A pattern could mean enforcement targets lower-level or former officials while the larger permit approvals are not examined in the same way. This is a hypothesis for checking, not a finding.

Complaints by PD candidates and branches (Dibër 2020 and 2025) target PS-run and other municipalities, while SPAK cases also involve PD (Kapri per 2024 notes) and LSI (Zamira Rami) figures. Protection by the majority, as an explanation for the outcome of cases, would predict fewer PS-mayor prosecutions proceeding. The sources show the opposite for Beci, Dako and Isai; but the mix of complaints and acquittals makes the pattern hard to read. The hypothesis is that prosecutions go forward for PS mayors, yet most opposition complaints are not converted into proceedings, so complaints themselves are a weak signal.

In the Çyrbja case a court found that a sitting PS MP leaked police secrets to a wanted man who helped him get votes. Together with OSCE observers' reports of vote buying and party links to crime in the 2025 election, the Kurbin vote-buying conviction, and earlier cases already in the archive, this suggests a pattern where electoral support is traded for protection or favours. Whether it is a party practice or the conduct of individuals is not established.

The Italian centres in Albania were built under a ratification law that derogates from all procurement rules except criminal law, with construction given to a military engineering unit by direct award. The available documents name one Albania-based operator (Everest Shpk) and report cost figures that do not reconcile. If a single operator and an unverified subcontracting chain sit inside a no-tender channel, the public cost figures would be hard to audit. The hypothesis does not claim wrongdoing. It asks whether the procurement design, not any individual, created the opacity.

The US designated Ndroqi and Rakipi in 2022 under E.O. 14033, the same Western Balkans framework expanded in 2021 and amended in 2025, and it designated Sali Berisha under Section 7031(c) in 2021. SPAK's charge against Hyseni is aiding Ergys Agasi, the same suspect whose warrant and arrest are in the AKSHI corruption file.
