SHISH leadership and the Agasi file: the Hyseni charges are linked to a wider intelligence case
SPAK's reported measures against Hyseni (assisting a crime, disclosing investigative secrets) are tied to a file linked to Ergys Agasi. If the charges hold, they would show a link between the intelligence leadership and a criminal file, but no adjudication has been reported.
Evidence for
- Balkanweb reports SPAK's request for house arrest and suspension, in a file linked to Ergys Agasi (reported, not adjudicated).
- Her appointment (decree of 3 April 2023) and dismissal are documented by press reporting.
Evidence against
- Rama said it was an individual matter for the former SHISH head, not a state institutional issue.
- The article does not confirm the measure was served; no response from Hyseni was found.
- Source label: Unverified
The intelligence-chief case may be the same thread as the AKSHI procurement file, not a separate scandal
SPAK's charge against Hyseni is aiding Ergys Agasi, the same suspect whose warrant and arrest are in the AKSHI corruption file. If the intelligence agency's role is linked to that file, the probe would concern how a state agency handled information about an IT procurement. The hypothesis is about whether the probes are one thread; it does not assume guilt.
Evidence for
- SPAK charges Hyseni with aiding Agasi (Albanian Daily News summary of SPAK's statement).
- Reports link the Hyseni case to the AKSHI corruption case (Reuters/ADN summaries).
- Dataset: Agasi warrant (ev-2025-12-16-akshi-warrants) and arrest after eight months on the run (ev-2026-08-26-agasi-arrest).
Evidence against
- Rama announced her removal, which is not what a protective move would normally look like.
- The reported charge is disclosure of classified information, which is a different offence from the procurement offences in the AKSHI file.
- No evidence was found that Hyseni received any benefit from the procurement.
- Detention details are contradictory across outlets; the Reuters text was not read in full.

Timeline
Government
Vlora Hyseni appointed head of SHISH by Presidential Decree no. 51
The SHISH biography, quoted in a reviewed Balkanweb article, cites Presidential Decree no. 51 of 3 April 2023 as her appointment. Rama had announced the proposal on 17 March 2023. Before this she was adviser on national security to Prime Minister Rama (September 2021 to April 2023, according to a secondary report). Balkanweb also reports she was dismissed from the Kosovo intelligence agency AKI in mid-2021 for reasons not made public. The 2019 deputy-director date that appears in another summary conflicts with this and is not resolved.
