IPARD II (EU agriculture grants, Albania): OLAF investigation, EU payment suspension and IPARD III freeze
Status: Payments suspended since July 2023; EUR 112 million IPARD III blocked (reported July 2025). No charges found in sources reviewed.
Summary
IPARD II is the EU co-financed programme for farm and food-processing investments in Albania, covering 2014-2020 with a total envelope of about EUR 94 million (EUR 71 million EU share, EUR 23 million Albanian share). In July 2023 the EU Delegation in Tirana announced a precautionary suspension of IPARD II reimbursements, based on initial OLAF information about alleged corruption in implementing the programme. The Ministry of Agriculture called the investigation a normal procedure, said the programme continued, and said the suspension concerned one reimbursement claim.
In June 2024 OLAF's findings, as reported by Citizens.al, described non-competitive contracts, inflated prices, contract violations, and applicants who reportedly had to pay a large share of their grants to a local consultancy firm. OLAF reportedly recommended treating about EUR 33 million of IPARD II grants as improper, and blocking EUR 112 million planned for IPARD III. It sent its findings to the Albanian judicial authorities. In July 2025 Tirana Times reported that the Commission reaffirmed the IPARD III freeze and that, as far as the sources show, no one had been charged; the same report says SPAK had not reviewed proceedings.
The sources reviewed do not confirm arrests or charges against AZHBR officials. The reporting itself is mostly based on OLAF findings and press summaries; the OLAF report was not found in full.

The record
Four lists kept apart on purpose: what is established, what is only alleged, what is still open, and what those concerned said.
What is proven (2)
Established by documents or official records, as stated in the research. A recorded charge or indictment proves only that the accusation was made.
- The EU Delegation announced a precautionary suspension of IPARD II reimbursements in July 2023, and the Commission said it had acted on initial OLAF information (Shqiptarja, 2023).
- The Commission's suspension and the IPARD III freeze are official EU measures as reported in the sources listed. They are not a court finding of guilt.
What is alleged (2)
Accusations, not findings. Those accused are presumed innocent.
- AllegationThat OLAF's findings show corruption, favouritism and political interference in IPARD II (the terms used in some reporting; the Citizens.al article itself refers to possible criminal activities).
- AllegationThat the scheme was run through politically connected consultancy firms (Tirana Times, 2025).
Allegations and who made them (4)
Each line is an allegation as recorded, with the person or body that made it where the record names them.
- AllegationReported by Citizens.al (2024): OLAF cited non-competitive contracts, inflated prices and violations of contract rules in grant awarding and implementation.
- AllegationReported by Citizens.al (2024): applicants allegedly had to pay a large share of their grants to a local consultancy firm.
- AllegationReported by Tirana Times (2025): consultancy firms, many with political ties, reportedly charged small farmers fees of up to 30% of grants, often upfront.
- AllegationReported by Tirana Times (2025): half of the companies that applied for IPARD grants were set up just as the programme began.
Open questions (3)
- Has SPAK opened any proceeding on IPARD II? Tirana Times (2025) says no; this was not checked against SPAK press releases.
- What is the full OLAF final report and what did it say about named individuals or companies?
- Who was the minister or AZHBR head in the period? A Shqiptarja (2023) piece quotes PD leader Gazment Bardhi saying the minister had previously headed AZHBR; this is not verified.
Responses (2)
Responses of the people and organisations concerned, as recorded.
- Ministry of Agriculture (2023, via Shqiptarja): investigations are a normal procedure, the programme continues, the suspension concerns one reimbursement claim, and the issue should not be politicised. No individuals named.
- Ministry of Agriculture (as cited by Citizens.al, 2024): the accusations were 'normal procedures of the European Union' and had 'nothing to do with suspicions of corruption'. No response to the June 2024 findings is reported.

Hypotheses
Possible explanations that connect this record with other findings. They are not findings; each lists the evidence for and against.
- Source label: Unverified
EU agriculture money has been frozen for three years without a domestic prosecution, which fits a pattern of weak enforcement
The Commission suspended IPARD II in July 2023, OLAF reported around EUR 33 million improper in June 2024, and the EUR 112 million IPARD III tranche was still blocked in July 2025. Tirana Times reports that SPAK had opened no proceedings and that no one was held criminally accountable. This matches the pattern in the existing dataset where EU-funded tender cases move slowly or are referred late (see case-ubt-tender-abuse-2022).
Evidence for
- EU Delegation and Commission suspension announced in July 2023 (Shqiptarja, 2023).
- OLAF findings of about EUR 33 million reported in June 2024 (Citizens.al).
- Tirana Times (2025): IPARD III freeze reaffirmed, SPAK had not reviewed proceedings, no one charged.
Evidence against
- The Ministry of Agriculture says the suspension concerns one reimbursement claim and calls it a normal procedure (2023 and 2024 reporting).
- The SPAK 2025 annual report (BalkanWeb, July 2026) gives totals but does not mention IPARD, so absence of proceedings is not confirmed from SPAK's own text.
- The OLAF final report was not reviewed; press summaries may overstate or understate the findings.
