Porto Romano / new Durrës commercial port: reissued tender and project status (2024-2026)
Status: Reissued tender; winner not found; PMC appointed (per Haskoning excerpt, Aug 2026).
Summary
The new integrated commercial port at Porto Romano, near Durrës, was tendered in 2024 (about 393 million EUR per Ports Europe). Ports Europe reported in October 2024 that there were no bidders, and in December 2024 that the Albanian Road Authority had reopened the tender. Royal HaskoningDHV's project page (dated August 2026, excerpt only) says the government kept Haskoning as project management consultant for the next phase. No winning bidder or signed contract was found. Criticism reported in secondary reports: the Socialist Party maintains the private port replaces the public Durrës port, and other reporting warns about drug-trafficking effects. No corruption allegation was found in the sources opened.

The record
Four lists kept apart on purpose: what is established, what is only alleged, what is still open, and what those concerned said.
What is proven (1)
Established by documents or official records, as stated in the research. A recorded charge or indictment proves only that the accusation was made.
- The first tender drew no bids and the tender was reissued (Ports Europe excerpts).
What is alleged (1)
Accusations, not findings. Those accused are presumed innocent.
- AllegationOnly political and security criticism appears in secondary reports; no formal allegation of corruption found.
Open questions (3)
- Winner of the reissued tender and the award date.
- Relationship to the Durrës Yachts & Marina and UAE deal (see uae-durres-port-emaar).
- The 2009 Tirana Times report (Porto Romano port licence for petrol and gas, BOT concession, unnamed company) is an older, separate project; its link to the 2024 tender is not established.
Responses (0)

Albania announces international tender for new commercial port at Porto Romano
Tender for the port to replace the Durrës commercial port; reissued after no bids (Ports Europe, Dec 2024).
Government
Porto Romano: Dec 2024 reissue and Archirodon withdrawal confirmed; 'no bidders in Oct 2024' contradicted
Ports Europe (30 Dec 2024, opened) reports the government's announcement that the tender would be reissued. Ports Europe (15 Mar 2026, opened) reports that Archirodon was the sole qualified bidder and has withdrawn citing rising construction costs, as announced by the infrastructure minister on 11 March. Contradicted: 'no bidders in October 2024' does not fit a tender with a qualified bidder. The EUR 393 million value and Royal HaskoningDHV's role were not found in the opened pages; the October 2024 date was not confirmed.
